Apparently, the new version of chkconfig in 9.4.10 processes the
insserv lines in afs.rc.linux and, through some nebulous reasoning,
decides to position openafs at S50 instead of S46 as specified in the
"# chkconfig: " comment.

I will submit a patch to remove the offending lines and get it into
9.4.11.
