I took a closer look at the two update.logs I had handy, and found two
suspicious things in both of them (see below). The failed trigger
looks a lot more suspicious though. Interestingly, #33 updated to 9.4
wihtout a problem, but #34 failed that update even after my re-install
earlier tonight. Notably, its update.log contained:

Strangely, apparently the only duplicated package in the rpmdb is
glibc. Usually we see a bunch of packages unrelated to the specific
failure, also duplicated in the rpmdb. It now seems to hang during
the public workstation verification. I've left it hung there.
