"meta" reverts to "control" in firefox.

All my key bindings are keyed off the Meta key.
This is established by setting the "accel key".
prefs.js held this name/value pair in Mozilla.
Firefox was SUPPOSED to bring this out to a user visible interface.
Any guess how to get this setting re-established?
