Follow-up with a clue:
Evolution *IS* fully listening to the GNOME font configs, but in a way
that I find rather nonintuitive:
The Email composition window is listening to the terminal font. I was
confused because the message display uses the Application font size, but
a MONOSPACE font, whereas the composition window uses the Terminal font
size and face.
