Touchpad hardware no longer automatically works

On opus.mit.edu, a USB Cirque touchpad (mousing device) no longer "just
works" when plugged in (in addition to the other USB mouse). Under 9.3,
both mice had been able to co-exist happily. The touchpad also doesn't
work if it is the only mousing device plugged in.
