rt 7.0A: strange and very irritating emacs bug

This is a variation of a very irritating bug that I have
reported numerous times in the past.  Don't get me wrong -- this
isn't a re-report of an old bug, it is a report of an old bug
that has taken a new form.

In the past, emacs's cursor used to be dark if the pointer were
over the window rather than if the window had focus. 

Now, although the cursor is dark only when emacs has focus, it
is also dark only when the pointer is in the window.  That means
that regardless of how focus has been explicitely set, emacs
loses focus when the pointer leaves the window.  This is, of
course, unacceptable.

I have reproduced this both with gwm and with uwm.  To
reproduce, explicitely lock focus on emacs and then move the
mouse pointer outside of the window.

Well, on the bright side, at least there is the correct
correspondence between the cursor color and the state of
focus...
