/etc/named.root contains no hesiod root nameservers. We should define
one of our nameservers as a hesiod root server (to avoid requiring
local changes to config files to lookup in a different hesiod realm).
The concept of a root Hesiod nameserver has been brought up before, but
nobody has yet set one up (If I am not mistaken, this is up to the
people at the NIC to set one up or delegate such setup to somebody). We
should, however, still list our local Hesiod servers in the case where
the root server is down.
