This problem doesn't appear to be dialup-specific; cvp's
/usr/athena/info/dir file is identical to the one found on the 9.3 srvd.

On cvp, I tried emacs C-h i and was surprised not to see any entries
for the actual emacs info files (just lots of other stuff). Comparing
to what's on a non-test dialup, both emacs versions have identical
Info-default-directory-list value, and cvp does actually have the emacs
info files where they should be in /usr/athena/info/ -- but the "dir"
file is deficient. Following is the diff of the /usr/athena/info/dir
on no-knife against the one on cvp :
