Dynamic name assignment

DYN.MIT.EDU (as coded) points to AENEAS.MIT.EDU.  However, netconfig
still complains about being unable to register the hostname.  Using
"nstest", I was able to add something to the domain if the server I
connected to was 18.71.0.38 (aeneas) and have it recognized when
querying the root.  However, adding it with my server pointing to an
Athena host gave me a NXDOMAIN error when I made the UPDATEA request.

Are we trying to contact the root servers for the dynamic domain in
netconfig, or is it assumed that UPDATEA requests will be forwarded by
the nameservers, which apparently is not the case?
