No, it won't. But logging out doesn't necessarily imply that those directories are no longer useful either, since you could leave behind background processes which use ORBit or GConf. (Anything accessed in the past day won't be clobbered by the /tmp cleaner, which helps to distinguish active from completed sessions, though it's by no means perfect.)
