A clue about my Emacs Scrollbar behavior

Although both 9.1 and 9.2 have gnu Emacs 21.1.1, I see that the long
form version info is:
GNU Emacs 21.1.1 (i686-pc-linux-gnu, X toolkit, Xaw3d scroll bars) of
2003-06-12 on kenmore.mit.edu [2 times]
So there was a rebuild of emacs, and it's depending on the X Athena
Widget scroll bars.
I *THINK* the Athena Widget scrollbars changed their default behavior
across an update.
Alas, I cannot learn more about the Athena Widget configs because
man Xaw
returns a screen blank except for a bottom 2 lines:
iconv: illegal input sequence at position 1509
