Scrollbars got dumber in 9.2.

It used to be that Emacs had the very friendly for advanced users
capability with their scrollbars:
Click left to scroll the line where you clicked at to the top.
Click right to scroll the top to the point where you clicked.
Now left and right click in the scrollbar do nothing.
Suck!
This was functionality that usability of the CMU Andrew Toolkit showed
was the RIGHT way to do scrollbars. I understand that bad UI design has
become part of our racial memory, but that's no excuse for Emacs caving
in to this.
If anyone knows how to wake back up the now disabled scrollbar
functionality, I'd be glad to hear it.
