I may have seen this bug, but I'm not going to put time into tracking it
down, both because it seems really hard and because quitting and
restarting the window manager doesn't seem like a frequent enough
operation to warrant fixing non-critical bugs in. (Particularly with
(1) fixed, of course.)

In 9.2.6 there will be a "Toggle" submenu in the window ops menu, as
there is in the stock sawfish one. This will let you set the window
sticky, among other things.

Assuming I've identified the whole of the problem, this should be fixed
in 9.2.6.
