passwd doesn't update shadow.local

When changing the root password on a 9.1 Linux machine, I noticed that
it updated /etc/passwd.local instead of /etc/shadow.local (basically
a no-op). I surmise that the problem is that /etc/shadow does not
exist in our build root, so passwd is configured to operate on the
passwd file, instead of shadow. I will submit a patch to fix this.
