panel losing changed state between logins

So I did some testing with panel to try to nail down the behavior
where panel forgets about changes you make, when you log out.
I tried making some simple changes to a launcher while watching the
corresponding file on the disk for changes. It appears that changing
a launcher's associated icon or executable command does not effect any
change on disk immediately, though the launcher will exhibit the new
behavior, because the config info in memory has changed. It seems
like panel does occassionally write its configuration to disk. I can
trigger a save by:
- Moving an launcher
- Pressing the Logout button
I confirmed that typing "logout" at the prompt does *not* trigger a
save, and this is probably why people occasionally lose their
changes. If we fix this, all changes should get saved, unless there
is a panel crash (which seems acceptable, if not desirable).
