emacs manual not in new release?

I am working on a Dell GX110 running the 9.0 release. I have a pretty
standard Emacs window running.
I give the command C-h i which brings me to the Info documentation
reader.
Within that I type mEmacs<ret> which should bring up the built-in Emacs
manual. It doesn't. It's not there.
I ssh to an Ultra 5 running the current release. I start a pretty
standard Emacs window.

Is this a new Athena release thing or a Dell thing in general?
I thought someone might want to know about this.
