emacs info seems to be missing some files on athena9 linux.

Hi.  The Emacs manual is no longer showing up in the info directory (the
key sequence "C-h i m emacs <return>" should take you to the manual, but
gives an error complaining that it found no match to "emacs") The manual
seems to still be in the right place, but the dir file is empty.  In
8.4, the file /usr/info/dir pointed at Emacs, but in 9, that file is
almost completely empty.  On solaris, the problem doesn't show up
because there is a dir file w/ the correct contents in
/usr/athena/info.
