We should probably revert the --disable-curses change if we don't come
up with anything better.
The nvi in the sipb locker also doesn't work with arrow keys (on my
Red Hat 6.2 laptop), so the behavior on Red Hat Linux is consistent.
Presumably the bundled curses and the native Red Hat Linux curses (in
6.2 and 7.0) have some incompatibility regarding arrow key sequences,
though I have no clue what it is.
