As far as I know, they wouldn't regardless, since panel reads its
menus once at startup. For that matter, doesn't dash do the same
thing?
(Of course, if you kick panel you don't get to see the menu changes,
and that's not optimal. Also, local-menus doesn't get run by the
prelogin reactivate, so there has to be several minutes between logins
before the new menus show up. Neither problem seems fatal, though.)
