I'd like to know more about it as well, but I'm not close enough to the code
to figure something of this nature out, so the best I can do is to search
the web.  A cursory glance at Gnome's Bugzilla system (searching for the
Panel component) turns up a small handful of bugs that sound like they might
be what we're seeing... for example, this one:

All such listings I found report that the cause was a problem between Panel
and Sawfish, and that the code is fixed in both products.  I'm not thinking
clearly enough to figure out if we're using at least the versions they claim
the problems are fixed in, though.

In the meantime, I've submitted a patch that seems to make our bouncing
problem go away without any ill effects.
