I now find that the border of all my inactive windows (including
undecorated transients, like zwgc windows) is bright yellow.

Running twm -f /dev/null or twm -f /usr/openwin/lib/X11/system.twmrc
doesn't help.

Normally these windows have a light grey border background.

Were ifb patches applied that might be causing this?

I see this immediately upon login when I don't run any gnome stuff,
so it's not as if panel is stealing colo9rs or anything.
