athena-ws's call to local-menus fails on startup. Unfortuantely, the
red [FAILED] is only visible for an instant, because it is very
quickly overwritten by a blank line that has a green [ OK ] at the
end.
The reason that it fails is that it tries to copy a file out of AFS
before AFS has actually been started up. It certainly works fine from
the prompt later on.
