9.0.6: gnomecc and capplet-related issues

I poked at Control Panel a bit in the hope that reports of specific
things not working on specific platforms might help out with
triage and debugging.
Unless otherwise noted, tested with a clean (from /usr/prototype_user)
set of dotfiles in the gu account.

* sawfish-capplet fails to start with error:
Gtk-WARNING **: gtk_signal_disconnect_by_data(): could not find handler containing data (0x10185F70)
Mitch suggested this might be because it's trying to run gtar, but
running "add gnu" at the prompt before starting "gnomecc" from the
same prompt didn't fix it. "add gnu" did enable "sawfish-ui" to work
when it otherwise wasn't.
* gnomecc spits out the following on close:

(gnomecc then hung, of course, due to the sawfish-capplet problem)
- The "default editor" capplet lets the user chose programs that
aren't even on the system, like gEdit. (I'm not sure where this
would actually be noticed, though, unles the user uses gmc or
Nautilus.)
- Starting the background-properties-capplet in gnomecc changes the
background color, even though from a light blueish green to a
slightly darker shade, even though I've not futzed with anything
yet (as far as I remember).
- The menu tab on the panel capplet doesn't have the expected effect
because it operates only on the menu that pops up when you
right-click the panel, rather than the footprint menu. Perhaps
this could be clearly documented.
