There are no technical obstacles to changing these (though the gnome
terminal background and the icon spacing cannot be changed for users
who have already logged in on a 9.0 machine), if we have consensus
that it is a good idea. Note that Bill probably sees a lot more white
windows than most users, since he uses Andrew. (But normal users do
see the console window, and zephyrgrams, both of which have white
backgrounds by default.)
I can change the positioning for new users, though not for people who
have already logged in on a 9.0 machine.

They're blurry because TPS gave us icons which were too wide by one or
two pixels, so they get scaled down a bit. (Also, they gave us the
icons as jpegs, which means there is compression lossiness, though
that's probably not nearly as important as the scaling.) I thought we
were expecting another round of icons, but I haven't heard anything in
a while.
Another problem is that the font used for the word "Menu" is slightly
different from the font used for the icon labels, because I created
the menu icon myself (TPS never gave us one).
