jhawk reported that x15-cruise-basselope and bobbi-harlow both got
into a stuck state during the update. Here is the relevant zephyr. I
don't know if they took the update before or after the ~5pm 8.4.1
lossage window, but this isn't a symptom of that lossage, so I don't
know what could have happened.
