change to draft copy of mh mail messages in Athena 8.3?

Howdy-
I'm wondering if something has changed in 8.3 with regard to the #draft copy
of the last mail message written using "comp" in mh?
Previously, whenever I wrote and sent a mail message using plain
vanilla "comp" (with whatever configuration is the default since I
never changed anything), I always got a complete copy of the message
sent as file "#draft" at the top level of my mail tree (~/Mail).
On 8.3, I don't see this- I get a file "draft~" with the filled-in
"To:", "cc:" and "Subject:" lines of my message (but no body), and
a file "draft" with just empty "To:", "cc:" and "Subject:" lines. I
have a "drafts" directory, but it's empty.
Is this supposed to be the case? If so, how do I get the former
behavior back?
