renew'ing existing tokens still a problem?

Is the problem where renew does not get new tokens when there are
existing shorter-lived tokens supposed to be fixed in 8.3.10? If so,
there still seems to be a problem; I did a renew with existing tokens
on an 8.3.10 O2, and did not get new tokens, though I did get new
afs.<cell> tickets.
