Right.  And bringing the packages local is not feasible, because of the
increase in disk space used on root, and the corresponding increase in
install time.  (It's not only a matter of bringing the containing packages
local; these packages have dependencies in turn requiring others to be
made local as well).

The links should be to things we don't want to start at boot time, and/or
are config'ed off anyway.
