A symlink needs to be added in /afs/athena.mit.edu/system/config/tellme/arch
for sgi_65. (I don't have the bits to do this).

~moira/arch has a sgi_65 directory, but its bin directory is missing
listmaint, as well as dcmmaint, namespace, and usermaint, in comparing
against the sgi_63 directory. (Again, I don't have the necessary bits).

This works for me. (The infosearch browser is launched, not Netscape).
Can you reproduce this? I do recall it taking a very long time to start
once, but I was able to kill it; I presumed it had something to do with
a lack of responsiveness by sgi's server.
