Failure to attach system packs

I did an 8.3 install on an O2, using the read-write install volume.
When it rebooted upon completion, I saw the following in the console
window:
15:37 dev-sgi-inst-83: Could not attach locker:
15:37 Mountpoint /install is busy.
15:37 dev-sgisys-83: MUL attach failed.
The sgi install makes explicit symlinks for /os, /srvd, and /install,
and currently leaves them in place. I will change it to remove them
at the end of the install. (The old attach apparently removed such a
link as needed).
Should we also do something on PUBLIC machines to ensure that the
attach doesn't fail for this reason?
