I'm not sure this is a "bug" per say, but it seems like it
should be documented...
It looks like 8.3 contains a newer version of mh. This
version automatically cc's everyone (the recipient and
anyone cc'd originally) when you repl to a message, whereas
the previous version didn't. People can change this
behavior back by editing their .mh_profile's (and adding
repl: -nocc all), but they have to make the effort to figure
out what's going on and to do so, and until then there'll be
a lot of inadvertent spamming going on. I don't know if mh
can be configured at a system-wide level so that it reverts
to the old behavior, but it seems like people ought to be
warned about it, at least...
