8.2.7: solaris passwd changing is weird

I changed root's password on this ultra60 running 8.2.7.
It worked fine from the console login prompt, but not from
xlogin.
Other accounts worked fine from xlogin. Eventually
I ran pwconv. Then xlogin worked.
I changed root's password again. I reran pwconv.
It didn't help. I mucked around and couldn't find anything.
Then it started to work.
I get the feeling it's just random delay.
It's weird.
I don't understand it.
