Under 8.2 Solaris, the athena telnet behaves in this pessimal fashion:

reproducible, too.
Not only is there a very long delay when encryption negotiation is
attempted (~15 seconds before the "could not be enabled" message), but
the input stream is contaminated. This appears to be reproducible.
