more 8.2 zephyr exposure weirdness

While Pocky was playing with his zephyr exposure, I poked mine also.
I'm seeing what is probably part of the same problem - my exposure is
set to net-announced, and when I do "zctl hide", then "zctl unhide", I
send a login notice when I unhide, but no notice when I hide. It looks
to me like "zctl unhide" is causing the exposure to be set back to the
default as set in one's ~/.zephyr.vars. This is probably a feature, (I
remember the problems involved in trying to remain net visible (rather
than just realm visible) since hiding and unhiding left one realm
visible always) but it seems poor that someone who's default exposure
is opstaff cannot unhide, and the asymmetry of sending notices only
upon unhiding seems a little strange.
