I asked Don to repeat this while I watched and here's the missing info:

1. the xterm was run from the console
2. the console didn't have Don's expected tty characteristics either
3. Don says that he is using dot files which were (twice re-)
   customized from the prototype dot files.  I verified that his
   .cshrc and .login do source /usr/athena/lib/init/{cshrc,login}
   as they should.
4. I note that stty dec has moved from $initdir/cshrc to $initdir/login
   (good move! :-) and that the update time of $initdir/login is
   after Don's login time.

I conclude that xterm and the window manager (mwm in this case)
are operating correctly and that possibly someone has already fixed
the real problem.
