setting X{USER,}FILESEARCHPATH on tty?

First of all, I should note that my login sequence isn't anything like
default Athena. =)  Because of this, I discovered I was suffering from
minor lossage on 8.0 Suns because I wasn't setting XUSERFILESEARCHPATH
and XFILESEARCHPATH.  While I was fixing this problem, I noticed that
those two variables are being set in the global xsession script.

Is there a reason why these aren't being set for non-X logins?

If not, then the apropriate stuff should probably be moved from global
xsession to global cshrc, so that people who remotely log in to Sun
machines don't run into problems running X apps over the net.
