time problem

I mentioned this in the release team meeting, but here it is in mail
for the record.

I seems like afs is setting the time on my machine a lot more often
than it did under 7.7.  Under 7.7 AFS was setting the time on the
average 7 to 8 times per month.  Since I've taken 8.0 it seems to be
setting the time 5 to six time per day.

Since it seems like time is correct, I have to assume that AFS is
correcting the time (as opposed to making it worse).  This implies to
me that the OS is doing something that makes time much less accurate
than it was under 2.3.

It's also worth noting that all of the time settings performed by afs
have been forward 2 seconds, except for one last August which was back
2 seconds.
