rsh -x: bad fix

I remember seeing mail about a fix to keep rsh from silently ignoring
the "-x" option.  Well, the fix was less than ideal.  I use "rsh"
rather than rlogin: "rsh host command" for a rshell, and "rsh host"
for an rlogin.  Using the "-x" login for an encrypted login:

  imbrium# rsh scylla -x
  rsh(kerberos): Encrypted rsh is not yet available.
  imbrium# rlogin scylla -x
  This rlogin session is using DES encryption for all data transmissions.

Before the fix, "rsh scylla -x" worked fine.
