Yes, the right thing happens when TEXINPUTS ends with a : . This will
need documentation in the release notes and some user education, but
probably not a big deal.
However, I still have a question on dealing with things that changed,
like the fact that nopagenumber.sty doesn't exist any more. We'll need
to document anything like this which have changed and break existing
latex files. Is there a list of changes and/or fixes anywhere? What
would it take to generate such a list?
