When binaries that are still executing are to be replaced, they are
moved to the .deleted directory first. This prevents file system
corruption of removing a running binary and then rebooting. This is
particularly true with things like /bin/sh or /etc/init.

Speculation why TLA root filed up during the update.... Were you logged
in on the X display when running update_ws.... Instructions should have
been posted to indicate a console login.... The old X server was
probably running, and even though it is removed, still takes up disk
space, hence filling up the root.... (The old update instructions were
explicit on console login required).
