No ticket file?

I just telnetted into lakota, my 7.4F Vax.
Never before has it complained of no ticket file on a telnet.
(I am NOT using kerberized telnet.)

I thought it might be clean_tmp_areas erasing tmp, but there is no
/site/usr/lib/crontab for /usr/lib/crontab to point to. (Is this a bug?)

Kinit worked just fine.
A subsequent login worked just fine.

I'm just wondering if there may be some hole in login whereby it fails
to obtain tickets.

Here is a paste of the failed session:

heyoka{wdc}159: !telnet
