What were you trying to do?
Following instructions on page 11 of "Changes that affect", I tried to
configure my workstation for a filled-in name on the login screen. I
used ez, and tried to open /etc/athena/login/Xlogin.local.
What's wrong:
Here's the result:
File not found; could not create. Permission denied
What should have happened:
I should have been able to create the file and save it.
Please describe any relevant documentation references:

All configuration changes to workstations must be done as root.
Presumably, you tried to edit the file as yourself whether then as
root.
It is not clear to me that this needs to be spelled out explicitly; if
it did, we would have to say "as root" when mentioning every possible
configuration. I'll leave it to the discretion of the authors of the
document whether or not to change it to mention this explicitly.
