If I "rsh tsx-11 -x" (tsx-11 is a VAX-3100 running 7.3H) from portnoy
(an RT running 7.2R) I *don't* get the banner telling me that I'm
using DES encryption... I can't tell whether or not it is encrypting,
though all of the timing tests I've tried give identical results
either way so I assume it is actually not doing it.
