bad symlinks on VAX 7.3F packs

I don't have any questions about the crontab links.  They are wrong.
Period.  The 7.3 VAX cron won't even think about looking in /usr/lib.
If the intention is to provide ``support'' for machines running 7.3
packs with a 7.2 root partition, then they have to remain.  Otherwise,
they should be canned.  As for the other QUESTIONABLE links, the only
ones that might ever be used are the ones for games and clu.
