MISTAKE:
./usr/athena/include/discuss/mit-sipb-copyright.h VAX, RT, PMAX
./vmunix.VAX750 VAX
./usr/plx/microcode RT
These are correct:
- SIPB submitted a zero-length copyright.h file for discuss
- vmunix.VAX750 is zero-length intentionally, but can probably be
removed now since we don't even bother with that architecture anymore.
The zero length indicated to the update that no valid kernel was present.
- /usr/plx/microcode: a file must be present for the X server to start,
but the ROMs have all been updated, so no microcode has to be present

Agreed... these should be fixed

Unknown... it depends if we even have boot blocks... I believe these
