   MISTAKE:
   ./usr/athena/include/discuss/mit-sipb-copyright.h VAX, RT, PMAX
   ./vmunix.VAX750				VAX
   ./usr/plx/microcode			RT

These are correct:
- SIPB submitted a zero-length copyright.h file for discuss
- vmunix.VAX750 is zero-length intentionally, but can probably be
  removed now since we don't even bother with that architecture anymore.
  The zero length indicated to the update that no valid kernel was present.
- /usr/plx/microcode: a file must be present for the X server to start,
  but the ROMs have all been updated, so no microcode has to be present

   ./usr/man/cat3/getrpcbyname.3n		RT
   ./usr/man/cat3/getrpcbynumber.3n	RT

Agreed... these should be fixed

   ./usr/mdec/hdps02boot			RT
   ./usr/mdec/hdps31boot			RT
   ./usr/mdec/hdpsesboot			RT

Unknown... it depends if we even have boot blocks...  I believe these
are for the benefit of the dos* utilities.
