I logged on to splat, an RS/6000.  I got an error message from quota because
it could not access /mit/x11.  I should not have seen that error.  There are
at least three possible fixes; I'm not sure which I prefer (probably #1).

	1. Have quota call access() on all AFS directories and ignore those
	without write access.  Maybe there should be an extra argument to
	select this behavior.

	2. Arrange for quota to check only the user's home directory (and local
	quotas?).  There is an option "-f" that can be used to do this.

	3. Detach all filesystems on logout.
