attach discuss on a decmips (not paris).

Oddly enough, the same call will succeed on paris (which also seems to be
the only DECstation running 7.3 on which it will succeed.):

fsid: charon.MIT.EDU mapped
fsid will get mappings on the RTs, VAXen, and RS/6000s running 7.3.
It only fails on non-paris DECstations, as far as I can tell. I don't
know what's special about paris's configuration which causes it to
behave differently.
What should have happened:
I should get mappings.
