Things that shouldn't be setuid:
rsh, rlogin (kerberos replaces trusted ports)
movemail
I don't know if the galatea programs are safe when run setuid.
I notice that "at" and the console program both run as daemon. Is it true that
console doesn't run as root because it isn't trusted?
