xlogin doesn't appear to be doing clean-up right

On my RT with a megapel, the X server appears to have been running
since 9:34 this morning (by looking at the mod-time on X0msgs), which
means that xlogin has been running since 9:34 this morning. No one
has been logged in since that time.
Despite that fact, filesystems are still attached, and /tmp is not
cleaned. Why not?
