xlogin doesn't run

When I got to e40 today, there was no xlogin running; both screens
were blank. Hitting ^C and other keys had no effect. I finally ended
up rebooting.
This is not the first time this has happened to me. Perhaps we should
be doing something like running a getty on the console in /etc/ttys so
that if xlogin doesn't run, it's possible to log in anyway? I'm not
sure if that would interfere with the console-grabbing of the xconsole
program, but it's something to consider in any case...
